Microsoft documents a 1,000-row recipient limit for dynamic subscriptions. Dynamic paginated-report subscriptions also have a 10-minute processing timeout. These subscriptions require eligible capacity, permissions and a separate semantic model containing the recipient data.

Full-Report Attachments Are Restricted

For standard Power BI reports, native full-report PDF or PowerPoint attachments are limited to reports containing no more than 20 pages and completed files smaller than 25 MB.

Subscriptions Remain Tied to Individual Reports

Power BI allows up to 24 subscriptions per report or dashboard, but native subscriptions do not assemble multiple reports into one bookmarked PDF, tabbed Excel workbook, ZIP archive or coordinated delivery package.
